Laws banning cellphone use while driving fail to reduce crashes, new insurance data indicate

ARLINGTON, VA — As state legislators across the United States enact laws that ban phoning and/or texting while driving, a new Highway Loss Data Institute study finds no reductions in crashes after hand-held phone bans take effect. Comparing insurance claims for crash damage in 4 US jurisdictions before and after such bans, the researchers find steady claim rates compared with nearby jurisdictions without such bans. The Highway Loss Data Institute (HLDI) is an affiliate of the Insurance Institute for Highway Safety.

HLDI researchers calculated monthly collision claims per 100 insured vehicle years (a vehicle year is 1 car insured for 1 year, 2 insured for 6 months each, etc.) for vehicles up to 3 years old during the months immediately before and after hand-held phone use was banned while driving in New York (Nov. 2001), the District of Columbia (July 2004), Connecticut (Oct. 2005), and California (July 2008). Comparable data were collected for nearby jurisdictions without such bans. This method controlled for possible changes in collision claim rates unrelated to the bans — changes in the number of miles driven due to the economy, seasonal changes in driving patterns, etc.

Month-to-month fluctuations in rates of collision claims in jurisdictions with bans didn't change from before to after the laws were enacted. Nor did the patterns change in comparison with trends in jurisdictions that didn't have such laws.

"The laws aren't reducing crashes, even though we know that such laws have reduced hand-held phone use, and several studies have established that phoning while driving increases crash risk," says Adrian Lund, president of both the Insurance Institute for Highway Safety and HLDI. For example, an Insurance Institute for Highway Safety study that relies on driver phone records found a 4-fold increase in the risk of injury crashes. A study in Canada found a 4-fold increase in the risk of crashes involving property damage. Separate surveys of driver behavior before and after hand-held phone use bans show reductions in the use of such phones while driving.

The HLDI database doesn't identify drivers using cellphones when their crashes occur. However, reductions in observed phone use following bans are so substantial and estimated effects of phone use on crash risk are so large that reductions in aggregate crashes would be expected. In New York the HLDI researchers did find a decrease in collision claim frequencies, relative to comparison states, but this decreasing trend began well before the state's ban on hand-held phoning while driving and actually paused briefly when the ban took effect. Trends in the District of Columbia, Connecticut, and California didn't change.

"So the new findings don't match what we already know about the risk of phoning and texting while driving," Lund points out. "If crash risk increases with phone use and fewer drivers use phones where it's illegal to do so, we would expect to see a decrease in crashes. But we aren't seeing it. Nor do we see collision claim increases before the phone bans took effect. This is surprising, too, given what we know about the growing use of cellphones and the risk of phoning while driving. We're currently gathering data to figure out this mismatch."

HLDI researchers compared the District of Columbia's collision claim frequency trend not only with statewide trends in Virginia and Maryland but also with the trend in the nearby city of Baltimore. Again, the finding is no difference in the pattern of collision claims. Nor were any differences apparent when the researchers applied a time-based regression model to claims data for each of the study and comparison jurisdictions.

Lund points to factors that might be eroding the effects of hand-held phone bans on crashes. One is that drivers in jurisdictions with such bans may be switching to hands-free phones because no US state currently bans all drivers from using such phones. In this case crashes wouldn't go down because the risk is about the same, regardless of whether the phones are hand-held or hands-free. Twenty-one states and the District of Columbia do prohibit beginning drivers from using any type of phone, including hands-free, but such laws are difficult to enforce. This was the finding in North Carolina, where teenage drivers didn't curtail phone use in response to a ban, in part because they didn't think the law was being enforced.

"Whatever the reason, the key finding is that crashes aren't going down where hand-held phone use has been banned," Lund points out. "This finding doesn't auger well for any safety payoff from all the new laws that ban phone use and texting while driving."

Steve Jobs seems to have a plan ready to face the new Android competition: The next iPhone will be an A+ update.

Wired and Macrumors are both reporting on leaks coming out of a town hall meeting between Apple employees and Steve Jobs. If the leaks are true, it seems like Apple has big expectations for the next iPhone. There's no word on what the new iPhone will offer, but Steve Jobs described it as an A+ update.

It looks like Apple takes the current Android wave seriously, likely due to the fact that U.S. carriers are rapdily embracing Android and most recently the resurrection of Motorola as an Android smartphone company to look out for. Motorola's relationship with U.S. carriers can only be described as strong, while Apple is betting exclusively on AT&T.

The fact that Google will soon sell smartphones compatible with Verizon Wireless and AT&T Wireless directly from its new Web store can also only be seen as a new challenge for Apple. And did we mention that Dell is going to offer Android products as well?

According to Macrumors, Apple will deliver aggressive updates to the iPhone in a move the company hope Google's Android effort won't be able to keep up with. Google recently said that they're working on a number of improvements on their end though, so it looks like the battle between Apple and Google will accelerate the development of innovative solutions in both camps rather than destroying each others offerings.

There's a good chance we'll see Microsoft aiming for a share of the consumer smartphone market too with the introduction of Windows Mobile 7, so we obviously hope that the next iPhone will be an A+ update as promised. That would make it quite an interesting smartphone/tablet OS battle between Microsoft, Apple and Google.

Carphone Warehouse Discontinues Aino

The UK’s largest mobile phone retailer, Carphone Warehouse, has stopped selling Aino. Some stores still have stock left, but for those that have already sold their stock of Aino handsets no more will be forthcoming. Aino hasn’t been on sale for very long, only a few months really after being launched alongside Satio. Both handsets were temporarily pulled from sale in the UK late last year after software faults, but were quickly back on sale once the problem had been fixed. This time though it looks like a more permanent arrangement, for Aino at least anyway. Satio is still doing well, indeed Sony Ericsson UK reported that sales of Satio alone had seen their UK market share increase two percentage points. Aino hasn’t sold as well as Satio with its headline grabbing 12 MP camera, but it is still something of a surprise to see sales of Aino end only a few months after launch.

Before I start, I wanted to give my props to all android developers that made android possible on our devices: please support these guys: XDANDROID team (Diamond/Raphael/Blackstone..), Topaz Android Team & others that I might have missed

*Just to clear things up, this is only a bootlauncher app, u still need to install android for yourself on your device

Introduction
Android on WM devices is getting more and more popular, especially with the latest developments, and it's almost ready for daily use. I wanted to have an app so we could easily boot into both WM & Android, and Gen.Y DualBOOT was the solution. This release is made for VGA devices, and supports booting Android both from Internal Storage (moviNAND, e.g. Touch Diamond) & Storage Card (SDMemory, e.g. Touch Pro). WVGA version and QVGA version is also ready. This app has been tested on WM6.1, but will work perfectly on WM6.5.x as well.
Keep in mind that your android setup must be installed already at the root of your storage card in order for this app to work correctly (e.g. \Internal Storage\haret.exe or \Storage Card\haret.exe respectively)

User Guide
Here's a quick User Guide, showing the interface and what the buttons are for:


This app is launched by a registry key created in [HKEY_LOCAL_MACHINE\init], so it launches directly at boot after shell gets initialized.
Chefs: If u are going to cook this app into your ROM, make sure that this key gets added DURING your customization procedure (and not before!)

There are 2 checkboxes, enabling automatic boot:
AutoBoot: enabling this mode will automatically boot the OS of your choice after a 10 second countdown
> disabling autoboot will remove the countdown completely
FastBoot: enabling this mode will automatically boot the OS of your choice after a 3 second countdown (requires AutoBoot to be enabled first)

Now apart from these 2 checkboxes, u have 2 radiobuttons, which allow u to choose which OS gets automatically booted.

And last but not least, u have the 2 manual launch buttons. Pressing these buttons will directly launch (overriding autoboot) Windows Mobile or Android.

Registry
Gen.Y DualBOOT checks for 5 registry keys, which allow some form of customiation. Apart from the last key (StorageBootMode), all keys can be modified utilizing the radio & check buttons in the GUI. All of these keys can be found in:

[HKEY_CURRENT_USER\Software\Gen.Y\DualBOOT]
Here's quick list describing what the keys are for

* "AutoBootEnabled"=dword:1 (1: enable autoboot | 0: disable autoboot)
* "FastBootEnabled"=dword:0 (1: enable fastboot | 0: disable fastboot)
* "AutoBootAndroid"=dword:1 (1: boot Android | 0: boot Windows)
* "StorageBootMode"=dword:0 (1: boot from Storage Card (SDMemory) | 0: boot from Internal Storage (moviNAND))
* "AndroidBootFolder"=dword:0 (1: boot from \Android\ folder on storage (e.g. \Storage Card\Android\haret.exe)| 0: boot from root of storage)


The example values are the ones that are in the CAB for Internal Storage devices.
